Zachary Almost Lost His USDA Contract Over One Letter Nobody Mentioned

Zachary almost lost his contract on a house near Blythewood, and it had nothing to do with his credit, his job, or his income. He almost lost it over one letter nobody told him to ask for. Zachary is a fictional, illustrative buyer, but a situation like his comes up often with USDA loans, and it is worth understanding before you sign a purchase contract.

Why Zachary assumed he was fine

Zachary had solid credit and a steady work history. His household income fit what USDA is built to serve. He did what most buyers do: he looked at the strengths of his file and assumed the road to closing would be smooth.

That assumption is where the trouble started. The very things that make a file look strong can also be the things that trigger an extra requirement.

What USDA Paragraph 4.16 says

Paragraph 4.16 of the USDA guideline is titled Inability to Obtain Other Credit. Here is the language:

"To be eligible, the applicant must be unable to obtain credit from other sources on terms they can reasonably be expected to fulfill. All applicants are presumed unable unless all four conditions apply: the household is Low income, all applicants have credit score 640 or higher, payment assistance is not needed, and applicants have a one-year employment history (two years for self-employed). If all four conditions are met, the applicant must provide written documentation from a lender that they cannot obtain credit."

Read that last sentence twice. When all four conditions are met, written documentation from a lender is not a nice-to-have. The applicant must provide it.

The four conditions in plain words

Here is the checklist, in everyday language:

- The household is low income.
- Every applicant has a credit score of 640 or higher.
- Payment assistance is not needed.
- Every applicant has a one-year employment history, or two years if self-employed.

If even one of those does not apply, the guideline presumes the applicant is unable to obtain other credit. If all four apply, the presumption flips, and the file needs a lender's written documentation that the applicant cannot obtain credit.

Zachary's household met all four. That is why his file needed the letter.

Why strong borrowers get caught off guard

Most buyers think a clean credit report and a steady job mean fewer hurdles. Under this paragraph, those strengths are part of what puts a household into the group that needs the documentation. Nobody did anything wrong. The requirement simply was not on Zachary's radar, and a document that has to come from a lender takes a person to request it. If nobody owns that task, it can surface late, when a contract is already ticking.

The question to ask before you sign

Here is the one thing you can do today. Before you sign a purchase contract on a USDA loan, ask this:

"Under Paragraph 4.16 of the USDA guideline, do all four conditions apply to every applicant on this loan, and if they do, what written documentation from a lender do I need, and who is going to get it?"

Then do the part most people skip: get the documentation request in writing with a name attached. A name turns a vague plan into a task someone owns. If you cannot get a name, that is information too.

Three small habits that help

- Confirm the four conditions for every applicant on the loan, not just the primary borrower.
- Ask what the documentation needs to say and who is responsible for getting it.
- Keep the written request with your contract paperwork so you can check back on it.
