Can a VA Loan Be Used in Puerto Rico, Guam, or the US Virgin Islands?

Shirley's PCS Orders to Guam
A situation that comes up often involves a service member receiving PCS orders to a US territory and assuming their VA home loan benefit simply does not travel with them. That was the case for Shirley, a fictional illustration of a scenario I see regularly. Stationed in Guam, she had heard from someone in her unit that VA loans were a mainland-only program. She nearly gave up on buying and started looking at renting instead, unsure whether her benefit would even apply.
What the VA Actually Says About Territories
VA loan eligibility is not limited to the fifty states. Under the VA guaranty program described in VA Pamphlet 26-7, the benefit extends to Puerto Rico, Guam, the US Virgin Islands, American Samoa, and the Northern Mariana Islands the same way it applies anywhere else. That means the same zero-down structure, the same guaranty backing, and the same funding fee framework veterans rely on stateside.
The confusion Shirley ran into is understandable. Military families are used to certain benefits, like housing allowance calculations, shifting based on location. VA loan eligibility does not work that way. Your Certificate of Eligibility does not change based on whether you are buying in Charleston or Guam.
What Actually Changes in a Territory
While eligibility stays constant, the process around it can look different. Two things matter most.
First, appraisals. VA appraisers must be approved to work in that specific territory, and the pool of approved appraisers can be smaller than what you find in a major stateside metro. This can affect how quickly an appraisal gets scheduled and completed.
Second, lender experience. Not every lender regularly closes VA files in Puerto Rico, Guam, or the US Virgin Islands. A lender who has never worked a territory file may move slower or run into avoidable friction simply from unfamiliarity. This is where working with a mortgage broker who has access to multiple wholesale lenders becomes valuable, because the file can go to a lender who already knows the territory's appraisal and closing process rather than one learning it for the first time.
What Shirley Did Next
Once Shirley understood her eligibility had never been in question, the conversation shifted entirely to logistics. We focused on confirming an appraiser certified for Guam and working with a lender experienced in territory closings. The loan moved forward using the same VA benefit she would have used buying a home anywhere else in the country.
One Thing You Can Do Today
If you are a veteran or active duty service member with orders to a US territory, do not assume your VA benefit does not apply. It does. Before you start house hunting, ask any lender you are considering directly how many VA loans they have closed in that specific territory in the recent past. Their answer will tell you quickly whether they understand the appraisal and closing logistics or whether you may run into delays.
